Australia Model Code of Practice: Healthcare and Social Assistance Industry 1.1c: 1.1 Consult workers, HSRs and other duty holders

A PCBU has a duty to consult workers, and their HSRs where they have them, on health and safety matters, and to consult people who share a duty for the same matter, for example a security guard employed by a private company but contracted to a hospital may be owed duties by both. References in the code to consulting workers include consulting their HSRs.
