Australia Model Code of Practice: Healthcare and Social Assistance Industry 1.1a: 1.1 Work out who the PCBU and the workers are, including shared and contracted arrangements

A PCBU captures many working arrangements: employers, sole traders and contractors, hospitals, aged care and disability providers, government health departments, platforms supplying care or support workers, training providers, intermediaries such as support coordinators and labour hire firms, designers, importers, suppliers and manufacturers, and people who manage facilities. A sole trader can be both a PCBU and a worker, for example a self-employed surgeon who owes the primary duty to workers they engage, such as medical receptionists. Workers include anyone doing work for the PCBU, including through subcontracting, labour hire, platforms and similar arrangements, with no direct contract needed, so if a hospital contracts an on-site laundry the laundry's workers are also the hospital's workers and the duties are shared.
