Whether owned, leased or hired, powered mobile plant used in excavation must be inspected, maintained and tested regularly and to plan by a competent person according to the manufacturer's recommendations, or a competent person's recommendations if the manufacturer has none; testing should cover electrical as well as mechanical aspects. Operators should do daily pre-start checks, and a competent person should inspect the plant regularly following the specifications of the manufacturer or supplier or the relevant Australian Standards. Defects should be reported to the PCBU at once, and plant with a defect likely to pose an immediate risk should be taken out of service until fixed. Owners should keep logbooks and inspection sheets with a full, current service and repair history, including reported defects, for the life of the plant, and pass them to the buyer if it is sold.
