Under WHS Regulation 206 whoever manages or controls plant at a workplace has to take all reasonable steps to confine the plant to its designed purpose unless the person has assessed that another use does not increase risk; must have a competent person assess the risk when deciding whether another use increases risk; and must take all reasonable steps so guarding, warning devices, emergency stops, operational controls and all other safety features are used in line with the instructions and information provided.
