When choosing powered mobile plant, including earthmoving machinery, the PCBU should weigh up access to the site and any restrictions, hazards on site such as underground services and overhead powerlines, the ground, the kind of excavation and how deep it goes, how much material must be dug and moved, and where spoil will be placed and stored. Some powered mobile plant needs a high risk work licence to operate; earthmoving machinery used for its original purpose mostly does not, but its operators should be able to show competence on the specific plant and attachments used. Excavation deeper than 1.5 metres is usually done with excavators, tunnelling machines, raise-bores or other specialised plant; other plant includes backhoes, rubber-tyred and skid steer loaders, trench diggers, graders and tip trucks.
