A PCBU must consult, as far as reasonably practicable, with the workers who carry out work for it and whom a health and safety matter directly affects or is likely to affect. Because 'worker' is broad, this covers employees, contractors and subcontractors and their staff, volunteers, work experience students, trainees, apprentices, outworkers and on-hire workers. Workers may be represented by an elected health and safety representative. Where early project decisions are made before workers are engaged, consultation should occur as planning and work progress. Topics may include excavation methods, choice of controls, interaction with other trades, SWMS, amenities, emergency procedures, proposed changes, consultation procedures, resolving issues, health monitoring, monitoring workplace conditions, information and training, and other activities the regulations prescribe.
