Excavation work is making an excavation, or wholly or partly filling one, and commonly means removing soil or rock by tools, machinery or explosives, leaving an open face, a hole or a cavity such as a trench, shaft or tunnel. The excavation rules of the WHS Act and Regulations exclude mines, bores covered by a relevant water law and trenches used for interment. Because work connected with an excavation is construction work, the construction work requirements also apply. Construction work carried out in or close to a tunnel, or in or close to a shaft or trench dug deeper than 1.5 metres falls in the high risk category, so the work needs a Safe Work Method Statement (SWMS) before it starts (see 3.3 and the Code of Practice: Construction work).
