A PCBU must manage risks associated with construction work (WHS Regulations r 297) by the Part 3.1 process: identify hazards, assess risks where needed, and control them through the hierarchy, keeping controls effective and reviewing them (rr 32 to 38). So far as is reasonably practicable it must first eliminate risks by eliminating hazards; then minimise remaining risk by substitution, isolation and engineering controls; then administrative controls; then personal protective equipment. Where controls change how work is done, the PCBU must consult workers, develop safe work procedures and give training, instruction, information and supervision on the changes.
