Each construction project must have a principal contractor, and only one at a time. The PCBU that commissions the project is the principal contractor unless it engages another PCBU to be principal contractor for the project, in which case it must authorise that PCBU to have management or control of the workplace and discharge the principal contractor duties (WHS Regulations r 293). A person with management or control of a workplace must comply with WHS Act s 20.
