Where more than one person has a duty on the same matter, each must so far as is reasonably practicable consult, cooperate and coordinate activities with the others (WHS Act s 46). Contractors and subcontractors whose work overlaps must make each other aware of what they are doing, identify the hazards and agree who is best placed to control them; the principal contractor must document the consultation, cooperation and coordination arrangements between PCBUs in the WHS management plan. PCBUs should discuss WHS arrangements before starting (site visit, phone or email) and subcontractors on the same site should talk directly. The code's examples include keeping a roof guardrail in place until a later trade finishes, coordinating electrical isolation between electrician and carpenter, telling the builder before arriving on a site with deliveries under way, and a principal contractor and labour hire firm agreeing realistic timeframes and behaviour standards to reduce psychosocial hazards.
