Schedule 1 adds to Part 2 for operators seeking fatigue alternative compliance accreditation against the prescribed operations requirements in section 4A of the Heavy Vehicle (Fatigue Management) National Regulation; the Regulator can grant it only where the SMS meets Part 2, this Schedule and the standard for alternative compliance hours. Fatigue authorities, responsibilities and duties are written down and woven into the Part 2 governance arrangements, senior management keeps a shared understanding of how fatigue risk shows up in its own operation, and management practice sustains a just culture in which accountability for outcomes sits alongside protection for those who report fatigue hazards or incidents. Four things are looked for: fatigue management authorities and responsibilities are clearly defined and given to people with suitable authority; senior management exercises informed judgement about whether fatigue controls work, with sight of fatigue intelligence such as breach rates and roster variances; staff can report fatigue and incidents without fear of reprisal; and information about factors that affect fatigue flows between drivers and leadership.
