If a part-time employee's normal hours fall on a public holiday and they do not work, they must not lose pay for that day. If they do work on the holiday, the employer pays them under the shift public holiday rules in clause 13.15 and the public holiday work rate in clause 20.4(b) (250% of the ordinary hourly rate for permanent staff).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
