What does 9.4 require?

A bus (other than a dedicated school bus) with more than 32 fixed seats must have at least 2 allocated spaces and a bus with fewer than 33 at least one, in each case additional to the fixed seating capacity. A ferry must have at least 2 allocated spaces for its first 32 passengers of capacity and 2 more for each additional 100. Each rail, tram or light rail car must have at least 2 allocated spaces, up to 8 of which may be consolidated in one car of a set, and where classes of travel differ allocated spaces must be provided in each class. An operator need not provide allocated space in an aircraft or coach where every passenger uses a fixed seat.
