ASEAN Guidelines for Occupational Safety and Health
Section 5: Implementation procedures of the OSHMS in the organisation (5.1 to 5.14) – ASEAN Guidelines for Occupational Safety and Health

ASEAN Guidelines for Occupational Safety and Health 5.9: Emergency prevention, preparedness and response: assessed emergency needs, a tested emergency action plan with the minimum contents, and recovery

What does 5.9 require?

The enterprise should assess the accidents and emergencies that could arise at its site (fire, toxic release, chemical spill, explosion, violence, flood, earthquake and others), develop the plans, procedures and processes needed to cope, test the planned responses and improve them. The emergency action plan, tailored to the worksite, should at least set out how fires and emergencies are reported, the evacuation policy and procedure, escape routes and refuge areas, contact names and numbers inside and outside the business, procedures for workers who stay to shut down critical plant or fight fire, rescue and medical duties, assembly points and a head-count method, an alternative communications centre, a secure place for essential records, and how workers are alerted. Mitigation, response and recovery phases complete the system; Annex 7 gives a checklist.
