The enterprise should write a clear safety and health policy as the base of its management system. It can be brief, often a page, but should state that management is committed to protecting workers and others affected by the operation, the aims of the system, who is accountable for OSH programmes, what every worker is expected to do, that safety is never traded for speed, and that poor safety performance is not accepted. The most senior person signs it, it is kept current, and each worker is told about it and expected to follow it in all work.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
