To reach its objectives the enterprise should prepare a documented plan that works as a road map: what has to be done, in what order, by whom, by when and with what resources. In preparing it the manager considers legal and other commitments, improvements needed, long-term and short-term goals and the views of workers and interested parties. Every formal programme should contain a policy statement with responsibilities, regular inspection of the premises and of machinery, tools, equipment and work practices, written instructions for workers, periodic management safety meetings, incident investigation, records and statistics, and instruction and supervision. Where significant changes in practices, processes, equipment or materials are expected, the plan provides for fresh hazard identification and risk assessment.
