Changeover operation must never breach the neutral's integrity relative to the MEN connection: it must interrupt one source before connecting the other (unless a closed transition device is fitted); switch all active conductors; with MEN earthing, not disconnect the incoming normal supply neutral at the main switchboard holding the MEN link; where a neutral pole is switched, it must open no earlier and close no later than the other poles (or all poles operate substantially together if the neutral pole has full making and breaking capacity); and never operate in an earthing conductor.
