This action shall include evaluating the information gathered, further consultation with the appropriate stakeholders and judgement on the options available, with the focus on the risks and impacts and how to control them; the higher the impact, the more management and assurance is needed, and a complex change with many stakeholders may warrant a consultation plan. The implementation plan could cover: plans for introducing the change with resources, timing and all needed safety management system modifications and regulatory approvals; communication of changes to operations, equipment and procedures across the organisation and to other stakeholders; instruction and training needs and the competencies required; extra resources such as supervision or verification; how human factors and the environment were built into planning and design; documents to revise, including the safety management system, operating procedures, risk registers, interface agreements and emergency plans; resources for monitoring and reviewing the change after implementation; barriers to effective change and how to overcome them; how assurance and governance are organised; whether an independent validator is needed; and whether accreditation changes or notification to ONRSR are required. Clearly documented processes for how consultation will be done are essential.
