Effective management of change needs people across the organisation to lead, educate, review and assess. The operator shall allocate suitable and sufficient dedicated resources with clearly defined roles and responsibilities, and shall appoint a person accountable for leading the process (titles vary: change manager, change champion, change owner). That person shall have the right competencies and sit in a role able to oversee the whole process. Larger or more consequential changes may also bring in an engineering or safety assurance manager and further roles (risk owner, endorser, approver).
