Action 1 shall describe the change and place it in the context of the operator's activities, including the plans for managing the change developed in consultation with stakeholders and any organisation that will have an interface with the operator during and after the change. The description shall be documented and give detail on: the resources required; the reason for the change; roles and responsibilities; who and what is affected; what is to be changed; when it will occur; the engineering and operational interfaces affected; potential business impacts such as extra resources, expertise, competencies and construction activities (line closures, track occupations); the project disciplines involved from procurement and design through construction, maintenance, commissioning and decommissioning; and whether notification to ONRSR or a variation of accreditation is needed. The description shall be reviewed and amended in line with the implementation plan as other steps reveal new requirements or as scope, client requirements, design definition or contractor proposals move.
