People and organisations the change is likely to affect should be identified at the outset and shall be included throughout the process where reasonably practicable; how much consultation is needed depends on what the change is, how big it is and what it affects, and both internal and external parties can be involved. Affected stakeholders shall be consulted and shall have input into and ownership of the planning and design of the change. The Rail Safety National Law defines five stakeholder groups that shall be consulted when a safety management system is varied, which a change can trigger. Clarity should be given on the roles and responsibilities of rail safety workers and employees for the change so that everyone affected is informed and trained.
