Baseline data is needed only where it verifies the result of a scheduled activity, and only to the extent the regulations, codes or Standards applying to the approved design prescribed it. Every activity is carried out and its result recorded and reported whether or not baseline data exists. Where the required baseline data is available, the result is checked against it; where it is not available, the gap is logged and reported, classified as a non-conformance. Generating or supplying baseline data is outside the Standard.
