Arizona Air Quality Regulations (ADEQ / ARS Title 49 / AAC Title 18 Chapter 2) R18-2-334: R18-2-334: minor new source review

For a new Class I or II source or a minor NSR modification (pollutants at or above the permitting exemption threshold and not covered by Article 4), no person may begin actual construction without a permit or revision. The owner must either implement reasonably available control technology for each emissions unit whose potential to emit (or increase) is at least 20 percent of the threshold, grouping units where one control fits, or show by screening or refined modelling under 40 CFR 51 Appendix W that emissions will not interfere with any ambient standard or are below significance levels; and must model on request where interference is suspected. RACT may follow a control technique guideline, a post-1990 NSPS or NESHAP, a Chapter or county rule identified as RACT, a general permit or a RACT determination made within the last 10 years.
