Permits, renewals, significant revisions, reopenings, conditional orders and construction registrations follow public notice (two newspapers, two consecutive weeks), a comment period of at least 30 days and a hearing on request. When the first notice is published the applicant must post a notice with the prescribed content at the site, prominently at a location it controls adjacent to the nearest public road and visible to road users, add a posting for any hearing, and keep postings up until comment closes.
