Applicants use the director's standard form; a Class I application covers identifying information, processes, all regulated emissions and their calculation, controls and monitoring, applicable requirements and test methods, alternative operating scenarios, a compliance plan and schedule with six-monthly progress reports where non-compliant, and compliance certification at least annually. Every application must assess applicability of Article 4 (major NSR) and R18-2-334 (minor NSR) and list insignificant activities. A timely application is one filed within 12 months of becoming subject by rule change, 6 to 18 months before permit expiry for renewal, or within 12 months of a new 112(d) standard. Applicants must promptly supplement or correct information and add newly applicable requirements; every application, report and certification must be certified true, accurate and complete by a responsible official after reasonable inquiry. No source may operate after its application deadline except under a permit, save the renewal shield for timely complete applicants who answer information requests on time.
