A registration application gives the applicant, location with coordinates, maximum capacity to emit each regulated minor NSR pollutant with any elective limits, the method used, and process information. A registration carries enforceable limits with testing, monitoring, records and reports, keeps records on site for at least three years, and requires an annual compliance report where elective limits are used. Elective limits (hours or production per rolling 12 months with daily-updated logs; fabric filters operated whenever the unit runs, inspected monthly for tears and leaks with records within 24 hours; VOC or hazardous air pollutant material limits with daily-updated usage spreadsheets) need department approval. A revised registration is required for a modification increasing capacity by more than 2.5 tons a year of NOx, SO2, PM10, PM2.5, VOC or CO or 0.3 tons of lead, relocation of a portable source, or transfer of ownership. Registrations expire after five years; renewal is due six months before expiry. The director may deny a registration and require a permit where a source may interfere with an ambient standard.
