Owners of individually permitted sources pay: for permit actions, an hourly processing rate (set at $133.50 and adjusted each November 1 by the consumer price index) plus public notice costs, with a $25,000 cap per action for non-Title V sources and no issuance until paid; annually, for Class I Title V sources, an administrative fee by category (cement plants, lime plants and copper smelters are among the highest) plus an emissions-based fee per ton of actual emissions of regulated pollutants (set at $38.25 and indexed, excluding emissions over 4,000 tons per pollutant, double counting, insignificant activities and certain fugitives); for Class II Title V sources an administrative fee; for Class II non-Title V sources an inspection fee. Annual fees are invoiced by 1 December and due by 1 February or 60 days after invoice. Inactive sources pay half on a letter by 15 December; accelerated processing costs a $15,000 initial fee.
