Arizona Air Quality Regulations (ADEQ / ARS Title 49 / AAC Title 18 Chapter 2) R18-2-319: R18-2-319: minor permit revisions

Minor revision procedures apply to Class I changes that violate no requirement, do not substantively change monitoring, records or reporting, need no case-by-case determination, ambient, visibility or increment analysis, set no avoidance limit, are not Title I modifications, fuel changes outside the permit or minor NSR modifications; and to listed Class II changes (a new requirement without a case-by-case determination, emissions above the permitted level, oil or coal to natural gas or propane, new unquantifiable emissions, cap decreases, less efficient control replacement). The application gives the change, emissions, new requirements, a suggested draft permit for Class I and immediate changes, and a responsible official's certification. The source may make the change on filing; a Class I source must then meet both the applicable requirements and its proposed terms until the director acts. The permit shield does not extend to minor revisions.
