A Class II source may, keeping on-site logs under Appendix 3, implement alternative operating scenarios, make changes the permit says to log, add insignificant activities, replace control equipment with identical items, and log decreases it wants credited. It must give written notice by certified mail or hand delivery in advance: seven days for a substantially similar replacement control device or a change raising actual emissions by more than 10 percent of the major source threshold, and for reconstruction (fixed capital cost over 50 percent of a new unit within 12 months); 30 days for a dissimilar but equally efficient control device, a change triggering a requirement already in the permit, or a new regulated pollutant above 10 percent of the major threshold. Notices state timing, description, emission change and inapplicable terms. Copies of logs (or a no-change statement) are filed within 30 days after each permit anniversary.
