People are helped to move toward Model II, whose governing values are valid information, choice that is free and informed, and inner commitment to what was chosen with vigilant monitoring of its implementation to detect and correct error. Its action strategies share control of the task, design situations in which people can be origins of their actions, make protection of self a joint, growth-oriented enterprise, and advocate, evaluate and attribute in ways that openly show how the conclusion was reached and invite inquiry and testing; its consequences are minimally defensive relationships, learning-oriented norms, frequent public testing and double-loop learning. Argyris notes that Model II is not Model I's opposite (it does not give control to everyone or swap reason for feeling), that most people espouse it but cannot yet produce it, and that the goal is to hold both theories-in-use and use Model II for non-routine, difficult problems.
