The organization uses directly observable data about what people actually say and do (recorded conversations, meeting dialogue, written cases) to infer their theories-in-use and compare them with what they espouse, because asking people for their rules yields only the espoused theory, and people consistently act inconsistently without seeing it. Argyris's consultants espoused continuous improvement yet acted to make it impossible; his line and finance officers wrote scenarios whose unspoken column held the real issues. The gap applies to national and organizational strategies as well as to individuals and groups.
