An owners corporation must not make a significant alteration to the use or appearance of the common property unless it is first approved by special resolution, permitted by the maintenance plan or agreed under section 53, or an immediate alteration is reasonably believed necessary for safety or to prevent significant loss or damage. Upgrading works for the common property, and the levying of fees to pay for them, may be approved by special resolution; the fees are based on lot liability unless the works benefit some lots only, in which case the benefiting lots pay in proportion to the benefit.
