If a lot owner refuses or fails to carry out repairs, maintenance or other works to the lot that are required because the outward appearance or state of repair of the lot, or the use and enjoyment of other lots or the common property, is adversely affected, the owners corporation may serve a notice requiring the works, and if the owner does not comply within 28 days the owners corporation may carry out the works and recover the cost from the owner.
