US Occupational Safety and Health Act of 1970 13: Imminent danger: act on the inspector's notice and comply with restraining orders

What does 13 require?

Where conditions or practices present a danger reasonably expected to kill or seriously injure immediately, or before the ordinary enforcement procedure could remove it, the inspector must inform the affected employees and the employer of the danger and of the recommendation that the Secretary seek relief, and the district court may on the Secretary's petition restrain the conditions, require steps to avoid, correct or remove the danger and bar employees from the affected locations, except those needed to correct the danger or to shut down a continuous process safely. Temporary restraining orders without notice last at most five days; employees may seek mandamus if the Secretary arbitrarily fails to act.
