What does 397.1-19 require?

Vehicles with explosives may not be parked closer than 300 feet to a bridge, tunnel, dwelling or place where people gather, and other placarded vehicles may not be parked on or within five feet of the travelled part of a highway except briefly for necessary operations (397.7). Routes must avoid heavily populated areas, tunnels and narrow streets where practicable, and carriers must operate over routes designated by the States (397.9, 397.67 for explosives route plans, Subpart D for radioactive materials). Drivers may not smoke within 25 feet of a vehicle with explosives, oxidisers or flammables (397.13), must inspect tires at the beginning of each trip and each time the vehicle is parked (397.17), and carriers transporting Division 1.1 to 1.3 explosives must furnish the driver with a written route plan, a copy of Part 397 and emergency instructions carried in the vehicle (397.19).
