Every motor carrier and intermodal equipment provider must systematically inspect, repair and maintain, or cause to be inspected, repaired and maintained, all vehicles and intermodal equipment under its control, keeping parts and accessories in safe and proper operating condition at all times, including the frame, suspension, axles, wheels and steering, and pushout windows, emergency doors and marking lights on buses inspected at least every 90 days. For each vehicle controlled for 30 consecutive days or more the carrier must keep a record identifying the vehicle (company number, make, serial number, year, tire size and the name of the provider for leased vehicles), a means to indicate the nature and due date of the inspection and maintenance operations to be performed, a record of inspections, repairs and maintenance showing their date and nature, and a record of tests on pushout windows and emergency doors, retained where the vehicle is housed or maintained for one year and for six months after the vehicle leaves the carrier's control (396.3). Vehicles must be lubricated and free of oil and grease leaks (396.5).
