What does 391.11-15 require?

A person may drive a CMV only if qualified: at least 21 years old, able to read and speak English sufficiently to converse with the public, understand highway signs and respond to officials, able by experience or training to operate the CMV safely, physically qualified under Subpart E, holding a single current and valid CMV operator's license, having provided the employer the list of violations required by 391.27, not disqualified, and having completed the road test or an equivalent (391.11). The employer may neither make nor let anyone drive who is not qualified, and must ensure the driver is familiar with the vehicle's controls and cargo securement methods (391.13). A driver is disqualified for the period of any license loss and for the 391.15 offences (driving under the influence, transporting listed drugs, leaving the scene, felonies involving the vehicle) and the employer must not use a disqualified driver.
