For finished products manufactured abroad and imported for consumption or warehousing (including low-value de minimis shipments), the certifier must electronically file the certificate data elements in CBP's ACE with the entry (or entry and entry summary) using CPSC's PGA message set, and for mail imports enter the data in CPSC's Product Registry before arrival. This applies from 8 July 2026, and from 8 January 2027 for products entered from a foreign trade zone.
