Every finished product subject to a consumer product safety rule or similar rule, ban, standard or regulation that is imported for consumption or warehousing or distributed in commerce must be accompanied by a certificate: a General Certificate of Conformity, or for children's products a Children's Product Certificate based on third-party testing. For imports the importer of record (or the party it names) is the certifier; for domestic products the manufacturer, or the private labeler unless the manufacturer certifies. The certifier stays legally responsible even when others test or enter data for it.
