US 2010 ADA Standards for Accessible Design 201-202: Scope: new construction and alterations, additions, prohibited reductions, alterations to primary function areas

What does 201-202 require?

Every area of a newly designed or newly built facility, and every altered portion of an existing one, must meet the Standards, employee work areas included: workers with disabilities must be able to approach, enter and leave them, and common use circulation paths within them must be accessible (small and raised work areas excepted). An addition is new construction and, if it affects an accessible route, also triggers the alteration duties. In alterations, nothing may be left less accessible than before, altered elements comply as far as technically feasible with alternative or equivalent provision where they cannot, and work on a primary function area brings the route to it up to standard subject to the disproportionality rules of 28 CFR 35.151 and 36.403. Qualified historic buildings may use the reduced alternatives for entrances, routes, toilet rooms and ramps where full compliance would threaten historic significance, after the state historic preservation consultation.
