Uganda Occupational Safety and Health Act 2006
Parts IX to XI: General safety, fire preparedness, machinery, plant and equipment (sections 56 to 82) – Uganda Occupational Safety and Health Act 2006

Uganda Occupational Safety and Health Act 2006 78-82: Steam receivers, steam containers, air receivers and gas plants: sound construction and maintenance; receivers unable to withstand the supply pressure fitted with reducing and safety valves or automatic cut-off, pressure gauge, stop valve and number plate; steam receivers examined by an authorised person every twenty-six months with reports in the General Register and certificates before first use; steam container outlets kept open; air receivers marked with the safe working pressure, built for the compressor pressure or fitted with a reducing valve, with gauge, safety valve, drain, manhole and mark, cleaned and examined every twenty-six months (up to four years for solid-drawn receivers, hydraulic test where the interior cannot be examined) with reports and certificates; and gas plants of sound construction subject to the Minister's special rules

What does 78-82 require?

Every steam receiver and its fittings are well made of sound material, strong enough, free of obvious defect and properly maintained; a receiver not built to withstand the boiler's maximum permissible pressure or the maximum supply pipe pressure carries a suitable reducing valve or automatic appliance, a safety valve or automatic steam cut-off set at the safe working pressure, a correct pressure gauge, a stop valve and, where more than one, a visible number plate, the safety valve and gauge fitted on the receiver or on the supply pipe before the reducing valve, with sets of receivers on a single pipe treated as one where the section allows. Steam receivers receive a thorough examination by an authorised person at least every twenty-six months with signed reports, including the safe working pressure, entered in the General Register; a used receiver is examined before first use in a workplace and a new one carries an authorised person's certificate of safe working pressure and tests, kept available with the receiver marked; and every steam container's outlet is kept open and unobstructed. Every air receiver is plainly marked with its safe working pressure, built to withstand the compressor's maximum pressure or protected by a reducing valve or an equivalent device, fitted with an accurate pressure gauge, a safety valve set to the safe working pressure, a drain, a manhole or handhole for thorough cleaning and a visible distinguishing mark, is of sound construction and maintained, and is thoroughly cleaned and examined at least every twenty-six months (extendable to four years for solid-drawn receivers, with a hydraulic test where the interior cannot be examined) by an authorised person whose reports go in the General Register, with examination before first use of a used receiver and a certificate before use of a new one, kept available and matched by marking. Gas plants are of sound construction and properly maintained and follow any special rules the Minister makes under Schedule 7; the Commissioner may exempt classes of boilers, receivers and containers from sections 77 to 80 by Gazette notice.
