Uganda Occupational Safety and Health Act 2006
Parts IX to XI: General safety, fire preparedness, machinery, plant and equipment (sections 56 to 82) – Uganda Occupational Safety and Health Act 2006

Uganda Occupational Safety and Health Act 2006 61-63: Fencing of dangerous machinery and control of power: flywheels and moving parts of prime movers, water wheel and turbine races, generator, motor and converter parts, transmission machinery and every dangerous part of other machinery securely fenced unless safe by position or construction, through fixed or interlocked guards or devices that prevent contact or stop the machine, projecting lathe stock-bars fenced, fencing substantial and kept in position while parts move; efficient means to cut off power promptly in every room, starting and stopping appliances within the operator's reach, and idle belts kept off revolving shafts

What does 61-63 require?

Every flywheel directly connected to a prime mover and each of the prime mover's moving parts, the head and tail races of water wheels and turbines, each part of an electric generator, of a motor or of a rotary converter with its flywheel, every part of the transmission machinery and every dangerous part of any other machinery is securely fenced unless its position or construction makes it as safe to everyone on the premises as if it were fenced. Secure fencing means an effective fixed or interlocked guard, or where that is not possible a device that automatically keeps people and their clothing away from the dangerous parts or stops the machine at once when someone approaches; a stock-bar projecting beyond a lathe headstock is fenced; and all fencing and safeguards are of substantial construction, kept constantly maintained and in place whenever the guarded parts are moving or in use (the Commissioner may exempt by certificate where compliance is unnecessary or impracticable). Efficient devices to cut off power promptly from the transmission machinery are provided and maintained in every room where there is imminent danger, every power-driven machine has an efficient starting and stopping appliance readily and conveniently operable by its operator, and a driving belt not in use is not allowed to rest or ride on a revolving shaft.
