Safe means of access are provided and maintained, so far as reasonably practicable, to every place where anyone has to work. Floors, steps, passages, walkways and gangways and their supports are soundly constructed, properly maintained, kept free of obstructions that could cause a fall or injury and free of slippery substances. Staircases inside and outside buildings have properly maintained handrails and guardrails: at least one handrail along the full length, a handrail and lower rail on any open side unless the gap is filled, and a handrail on both sides where the staircase is specially liable to cause accidents. Floor openings are securely fenced unless the work makes fencing impracticable; ladders, trestles and similar fixed climbing equipment are of good construction, sound material and well maintained; sufficient clear space is kept at every machine in motion; where a person may fall more than one metre and lacks secure foothold and handhold, fencing or other means secure their safety; teagle openings and hoisting doorways are securely fenced with handholds on each side, the fencing in place except while hoisting; excavations deeper than two metres are covered or fenced when work is not in progress; tanks, reservoirs, pits and holes with edges less than a metre above ground holding liquid 1.3 metres or more deep are covered or fenced against drowning; goods and materials are stored, stacked and destacked so that collapse or fall cannot injure anyone, under a responsible person's supervision where the quantity or nature of the goods creates a risk; and stored goods presenting a high risk through flammability, explosivity or toxicity are secured by control, enclosure or other reasonable measures.
