Those within scope must notify the Cybersecurity Presidency without delay of any vulnerability or cyber incident they detect in the area where they provide services. A cyber incident is a breach of the confidentiality, integrity or availability of information systems or data, and a vulnerability is a weakness or security gap in cyberspace assets that a threat could exploit (Article 3). The Presidency sets the procedures for notifications to it (Article 6(1)(h)). Failing to report carries an administrative fine of 1 million to 10 million Turkish lira (Article 16(10)).
