Section 5: Criticality (Change 1, April 2021) – TSA Pipeline Security

TSA Pipeline Security 5.2.C4: 5.2 Table 1 criterion 4: state or local essential public services and emergency response

Designate facilities whose damage could leave a state or local government unable to provide essential public services and emergency response for an extended period, meaning seven or more consecutive days of disrupted service. Gas distribution and hazardous liquid transmission operators designate the facilities that directly support essential public services and emergency response relying on their commodity, considering state primary government complexes (executive, legislative and judicial), state emergency response headquarters and complexes providing essential public service or emergency response capability (FEMA National Essential Functions 6 to 8), and coordinate with the state office such as the State Office of Emergency Management to identify them; TSA works with DHS where a state office does not respond. Not applicable to natural gas transmission.
