TSA Pipeline Security 5.2.C2: 5.2 Table 1 criterion 2: service to key infrastructure such as power plants and major airports

Designate facilities whose damage could disrupt or significantly reduce required service to key infrastructure causing major operational disruption; TSA notifies operators of key infrastructure served (black start power plants, Category X airports, the Strategic Petroleum Reserve). Gas distribution and transmission operators designate facilities that must function to serve power plants that directly serve as DOE Defense Critical Electric Infrastructure with a firm contract, receive more than 30,000 MMcf a year under a firm contract per EIA Form 923, or serve as black start plants with a firm contract. Hazardous liquid transmission operators designate facilities that must function to serve TSA-designated Category X airports and facilities serving or within Strategic Petroleum Reserve sites.
