TSA Pipeline Security
Section 5: Criticality (Change 1, April 2021) – TSA Pipeline Security

TSA Pipeline Security 5.2.C3: 5.2 Table 1 criterion 3: mass injuries, casualties or significant health or environmental effects

Designate facilities whose damage could cause mass injuries, casualties (an event overwhelming the local healthcare system) or significant health or environmental effects. Gas distribution operators also apply their own methodology for additional mass casualty facilities, considering service territory, siting, regional weather extremes and risk profiles, and through their Distribution Integrity Management Program or comparable method designate facilities near occupied buildings that operate above 125 psig, operate in a Class 4 location regardless of pressure, or operate in a Class 3 location without service regulators or redundant overpressure protection; they review and consider as critical all facilities designated high risk under DHS CFATS. Gas transmission and hazardous liquid transmission operators designate all facilities operating in High Consequence Areas as defined in 49 CFR (for liquids these can include commercially navigable waterways, high population and other populated areas and unusually sensitive areas) and review and consider CFATS high-risk facilities.
