The Regulator may, after consultation, impose special conditions where the standard conditions are insufficient, limited to what is reasonably necessary, for example network rollout obligations, conditions implementing Ministerial policy directions, compliance with international law or funding arrangements, and licence transition matters; network operators must comply, on pain of the same offence.
