No one may own or operate communications facilities used to supply the public, or provide communications services to the public, without a network operator licence (companies, adult citizens, partnerships with a citizen partner, charitable and similar bodies, schools and listed public bodies are eligible) or, for services only, registration as a service provider; facilities and services wholly on the customer side of the network boundary and those exempted by Ministerial declaration are outside the rule. Supplying without authorisation is an offence punishable by up to $10,000, two years' imprisonment or both.
