Network operators must comply with the Schedule 1 standard conditions, which from the Communications (Amendment) Act 2025 are: comply with the Act, regulations and the Regulator's and Minister's instruments (including the National Spectrum Plan, numbering plan and universal service regime); observe international communications and spectrum conventions to which Tonga is a party unless exempted; indemnify the Government for claims arising from the licensee's breaches; enter a Memorandum of Understanding with the Ministry on disseminating early warning information before, during and after a declared State of Emergency or Alert, and share and disseminate such information on the Minister's request; provide communications services to the King free of charge; let any person connect customer equipment on terms consistent with the Act; and take all proper and adequate safety measures, including against electrical emission or radiation. Breach of licence conditions is an offence punishable by up to $10,000, three years' imprisonment or both.
